QUALITY ASSURANCE

Bahrain Training Institute is committed to maintain a quality assurance system in order to enhance learners’ achievement, teaching and training, support and guidance, and leadership and management. Its quality framework provides an overview of the different processes and practices implemented within the institute to ensure standards.

Internal Quality Assurance

The policies and procedures ensure an appropriate quality assurance system in place to realize the vision and mission of BTI as well as to facilitate the development of a culture of continuous improvement to achieve its stated objectives and monitor the effectiveness of all its activities.

Assessment Design and Verification

Programme Design and Development

BTI is committed in designing and administering assessments that:

• are fair, valid, reliable and consistent;
• comply with all related policies, procedures, and regulations of BTI and awarding bodies;
• ensure that trainees receive feedback on their individual performance and achievement of the prescribed learning outcomes of a unit.

There are procedures in place for internal and external verification to ensure that performance of all trainees who take the same qualification is being fairly and consistently assessed.

Assessors shall have relevant qualifications and experience appropriate to the nature and level of any assessments they carry out.

Trainees shall be provided with adequate information about assessment at the beginning of the semester and with timely feedback on their performance following each assessment.


Modification of Training Programme

There is a unified set of procedures to ensure that all internally designed and developed programmes are in line with BTI strategic plan and meet the requirements of the national qualification framework.

BTI is committed to providing up-to-date programmes that are responsive to the needs of both trainees and employers. The institute modifies training programmes in order to meet the stakeholders’ needs and maintain the programmes’ viability, competitiveness, relevance to the labour market and trainee/employer demands.

Certification and Authentication

Learning Resource Centre

The purpose of the policy on certification and authentication is to ensure that: Trainee credentials are issued as requested; trainee records are verified, certified, and authenticated; programme requirements are satisfied before the release of credentials; and the practice of releasing certifications and credentials is consistent.

BTI provides trainers and trainees various opportunities to enrich their knowledge through modern sources of information and educational resources that meet the training demands of the institute

Information System

The institute is committed to protecting its employees, assets and the institute in general from illegal or damaging actions by individuals, either knowingly or unknowingly, through the implementation of responsible use of computer equipment including but not limited to internet/intranet/extranet-related systems, software, operating systems, storage media, WWW browsing, and others.

Continuous Improvement

Cyclical Review of Policies

BTI established review procedures to ensure that all documents including policies, procedures, forms and handbooks are revised, audited, refined and updated in response to the changes in the strategic plan and stakeholders’ views as well as in compliance with the requirements of quality assurance, national qualification framework and any other awarding bodies.

Self-Evaluation

The purpose of the policy on self-evaluation is to:
• Promote and foster a culture of continuous improvement that with data- driven and evidence-based decisions.
• Promote a culture of continuous monitoring of BTI core activities such as teaching/learning, training programmes and supporting trainees at divisional level and hence, enhancing the quality of trainees’ achievement and their vocational skills.
• Enable the training divisions to identify their strengths and weakness as well as evaluate and reflect critically on their overall performance.
• Develop action plans to enhance areas of strengths and improve areas of weaknesses.


Surveys

BTI understands the importance seeking the opinions and feedback of different stakeholders through surveys to enable the institute to assess its policies, procedures, processes and services related to training delivery.

Qualification Monitoring and Periodic Training Programme Review

An arrangement on qualification monitoring has been instituted to ensure on-going sustainability and quality of the training programmes; maintain the effectiveness of the training programmes which are aligned with the standards of quality assurance authority, national and international standards and ensure that the training programmes are delivered using a well-defined programme structure, methods of training/ teaching and adequate use of resources to monitor trainee progression.

Staff Training and Professional Development

Staff development refers to any formal or informal forms of learning undertaken by all staff to advance their knowledge and skills in their field of specialization for more effective job performance. Staff training and development policy ensures:
• Proper training needs analysis (TNA) process
• Regular documentation of the training needs of the staff
• Implementation, monitoring, and evaluation of training plan
• Documentation of the effectiveness of the staff development programmes

Trainers’ Monitoring and Evaluation

An audit system is in place to enable the upper management to formulate clear and concise judgment about the overall quality level of teaching/training for developmental actions to take place.


Periodic Review of Trainee Achievement

BTI implements periodic divisional and institutional review and monitoring processes in order to map out trainees’ achievements in meeting target learning outcomes as they progress towards the completion of their qualification desired for higher education and employment.

Unit Files
Each unit offered in the different programmes is reviewed at the end of each semester and that such review is taken into consideration in the planning and teaching of this unit during the next semester.

Preparation of Strategic and Operational Plan

BTI establishes an ongoing strategic planning process by which it translates its mission and values into actionable and measurable goals, strategies, initiatives, and programmes. The plan shall provide direction for both long and short-term decision-making by the divisions and the management.

Health and Safety at Work

It is the policy of BTI to foster occupational health, safety and security of all trainees, employees, contractors, and visitors while within the premises of the institute.

External Quality Assurance

BTI is subject to quality audit by external awarding bodies and the Quality Assurance Authority for Education and Training to ensure that programmes and operations meet the excellent standards.
